1998 Manual Overdrive??

Hello,
I heard that the 98 manual 2.0's have overdrive?
Is this true? Is there anyway to engage it? Im wondering because my beetle seems like its revving a little high when on highway.. Like 3100-3500 around 60-65mph?
Let me know whats up with this "overdrive"
