Need advice about 96'328i coupe ECU

Plesae forgive me my knowledge of English but this is not my home language.
I have bought a 96'328i coupe. Ufortunately I don't have a keys at all because I've bought it from vehicle salvage broker and the car was previously stolen recovered and total loss by the insurance company.Now I need to apply for a new registration certificate but first I must take my beama to local test station to get a road safety certificate.Problem is that I can't start the engine!!!!!!!!!!!! and a local BMW dealer don't want to issue me a new key without proof of ownership(registration certifcate).I tought that I can errase an immobiliser code from the ECU to make it free running but I'am wrong- it is impossible!!!!!!as expert said.Please help me.You are my only hope.
