HID conversion

what would it take to convert a 92-95 civic to having actual HID headlights

A decent amount of money. You do realize that "true" HID is really a ~20k volt arc (aka a giant spark plug). It can also be very abusive to the electrical system of the car, with the increased energy demand and all.
