power windows in 99 jetta

My friends Jetta has a weird electrical thing happening. When she takes the key out of the ignition and closes the drivers door, all the windows go down at once. With the ignition on, everything operates normally. My buddy suggested removing the fuse when the windows are up as a temporary fix, but when I found the fuse block, it was not labeled and she doesnt know where the owners manual is. I read something in the archives about a vacuum control module in the trunk. Could this be related?

Also, when she moves her foot from the brake to the gas, the emergency flashers flash twice. Noticed this morning that the left brake light is out. When I replace that will it resolve the flasher problem?

Need some help here--she's very freaked out about this!!

Finally, is there an online owners manual that I can refer to for future issues that come up (about the car, not about her)? Thanks

unplug the vacuum pump module, you wont have power windows but the problem wont be there
