1996 GA will crank but won't start when Cold

Have 96 GA with a 2.4 & 150K. When it gets cold, it will crank, but will not start until its been cranked for about 20 minutes. It starts fine when its warm, which makes me suspect it is an electrical problem. No codes, and I have had it in three places already to get a diagnosis including one dealership. Any ideas?

pull the vacuum hose off the fuel pressure regulator and see if there is fuel present. If there is, you have a bad fuel pressure regulator.
