02 Impala heater/mode control?

Now that the heater season is here, I seem to be having a quirk with the mode control. when set to floor (1st selection) I get what is suppose to be (floor/dash vent flow) and still have the the same at the floor/dash vent (2nd selection). Manual says this is not suppose to be. All other selections seem to be working correctly. If anyone here knows what to look at that would be a help...are the selections vacuum op or electricly switched? Also notice I get a static on radio (AM) when switching fan from off to on...could not find any TSB's for these.
