first they start with a 911 turbo which already has one of the highest per liter specific outputs of any car on the road,
then they send it to RUF's tuning facility where they work over the engine with such fun goodies as porting & polishing, bore & Stroke, utilizing ball bearing turbos, underdriving and just generally tuning to the maximum potential to make it up to RUF edition standards
in actuality there is hardly anything stock about these porsche's horizontally opposed six cylinder engines by the time this is done. Alois Ruf is to porsche as Steve Saleen is to ford mustangs, they are a german performance company that have made themselves THE name in tuning and racing porsches for 40 years so its not actually how porsche does it its how you make a porsche do it.
and i fully agree with you, it is a HELL of a lot of power given the porsches stock 3.2 liter displacement (stock, prior to the RUF treatment)
