Question 98 Jetta diagnostic code p0422

Need to know where to start my trouble shooting with this code. (p0422) I have replaced both o2 sensors, plugs, wires, cap and coil, still I keep getting this code. Also when it is damp outside (early in the morning) the car is very hard to start, I have to treat it like an old carb. engine. I was going to try the catalytic converter next. Any one else have this problem?

2.0? It's probably time for a new catalytic converter. How many miles?

the car has 155,000 miles on it. Looks like all clues point to the converter.

If you can't get past inspection that is the place to start.

thanks for the help, I had the converter replaced, check engine lite reset and problem is now resolved. oh by the way, when I put the converter on its end "parts" fell out obvious clue of a bad converter, strange though it did not rattle when struck with a rubber mallet
