Just to clarify. Speed related? or RPM related?

I have a 1999 Taurus that does the same thing. To me it sounds like something is shaking the stearing column.

IT IS MORE LIKE A RATTLING SUCKING NOISE, IF YOU CAN IMAGINE THAT, I HAVE NO IDEA, HAVE CHECKED FOR VAC LEAKS AND CANT SEEM TO FIND ANY. IT DOES NOT SHAKE THE STEERING. AND AS TO SPEED OR rpm ALL iI KNOW IS WHEN I SPEED UP IT DOES IT AND SLOW DOWN THE NOISE SLOWS DOW DOES NOT DO IT WHEN IDLING

I just left the mechanic shop today. My taurus wagon is a 97 and has the most annoying loud whine. I thought it was coming from the power steering pump, which had been replaced but I was told differently. He said it is either the tensioner or pulley system.

Sounds are very difficult to accurately describe in text. A typical power steering whine will be more like a groan. A supercharger or alternator that's working very hard will have a whine sound. A bad pulley bearing will be a metallic rumble. A loose or slipping belt will squeal, and a belt that is glazed or has a faulty spot will often cause a chirp.
