If you're in a position to get one, trust me, it won't matter how much it costs :) What you need is to be a great driver (good won't do) with quite a bit of experience (although the last couple of seasons it's not imperative) and convince the FIA that you'\re worthy. The FIA will recognize the CART championship. I imagine they would recognize the IRL championship since they are in bed with Tony George pretty well these days. Otherwise, you pretty much have to go to Europe. You could probably get into Formula Renault just by bringing money. That may be true for F3 as well. I would imagine an F3 budget would be somewhere in the neighborhood of a couple of million dollars to start. It's been a while since I followed these things. It might be as much as $5MM. Plan on living in Europe and doing nothing but working on racing. You might be able to "arrive and drive" in Formula Renault, but you won't be taken seroiusly and wouldn't likely do well.
