Also if there is no power to the pump from ECM the relay is probably burnt (the pump wont prime). The power will be there if the engine is running. I say replace the relay because they are a crapy design.

Well boys... Thanks for all the input. The problem was the Fuel Pump Relay.
Just a little breakdown for anyone that might google this after.
The fuel pump gets power from the relay(to prime and run). The relay is just a switch that will supply some power to prime then the ECM (Pin A1) takes over when the car is running.
The reason i was not getting power to the fuel pump relay from the ECM was because the car was not running... (Easy is say now, but hard to say when all you have in your head is.... F@#k F@#k F@#k F@#k F@#k F@#k)
So hope this little blab helps someone out in the future... And thanks for all help again...
Here is also a little description on the five wires for the Fuel Pump Relay
Camaro Fuel pump relay
.....5 conductor connector located near the brake booster on the inner fenderwell
.....A term- 120 Tan w/ white stripe.....fuel pump signal wire to PCM pin B2
.....B term- 450 Black w/ white stripe.....Ground lug also connected to PCM pin A12
.....C term- 465 Dark green w/ white stripe.....12v drive power switched by PCM pin A1
.....D term- Orange.....fuel pump test wire to ALDL "G" term thru 15 way "IP" connector
.....E term- 340 Orange.....12v power from PCM pins B1 and C16
