reprogram keyless remote

I bought a 99 chevy S-10 blazer. it only came with one keyless remote. I bought another one like it on the net. I cant seam to get it to program. i have tried holdiong down the unlock switch on the drivers door, and turning the key on and off, but that techinic dont work for mine. Is mine one that has to be taken to the dealership to be programed? I have a OBDII code scanner. Can I use that somehow like the ones that say they need a scanner tool to program?

Thier instructions say to use a "valet switch". My blazer does not have one. I have tried thier online live chat help a few times but no one ever answers to help. I call thier phone number, and i get a voice mail thing. I am not happy with them to say the least. That i why I came here to try to gt some help.
