Buying 1986 gti v8..help

Well, i saw a 1986 gti with 185,000 miles on it, with the following mods..TT 286 cam, adj cam gear, newer head, new trans 2 yrs ago, TT exhaust...is it reliable..?...how much should i offer the guy?...and one more thing, how many horses u think this thing has?

I have about 3k to spend..what car would u recommend...look for speed and performance for the price..thx

8v is a bad performance motor i've had 3 haha i know, if you can get a 16v. that car sounds decent and if needed to replace the bottom end its pretty cheap to do. price would depend on exterior and interior condition so i can't really say
