Father has a 92 Escort with a 1.8 L. He had just finished driving it, was sitting in his driveway when the car died. Has a full tank of gas. No problems until this. Cranks won't start. Where is the enertia cutoff switch?

On my '93 there is a little access panel in the inside on right rear wheel well.
