Wink 99 Vw Beetle Overheating

99 beetle overheating. I have replaced the thermostate. The upper radiator hose gets hot, but the lower one does not. I am not sure if the radiator is clogged or it needs a new water pump. Help!

9 chances out 10 its your water pump. I just had the same problem with my 2000. It cost me 370 to get it replaced. Of course I had other things done while it was in the shop(serpentine belt and an oil change). If its your water pump your going to need to change your timing belt to.
