officers have the discretion in determining with there ears and judgement wether the 95db limit has been exceeded. though, i do believe that that part of there discretion is very vague and arguable, i do agree on the emmissions part of the california vehicle code. concerning minor correctable violations such as a loud exhaust, the fine is $140 if not corrected. the fee if corrected is $10. i didnt think that was bad at all. its not even as bad as a speeding ticket or not stoping at a stop sign, which are both moving violations.

the emmissions is not targeted at "young male owners of import vehicles." it applies to many others and also to vehicle manuafactureres. i assume you have seen the smog that sorrounds the LA, Inland emipre, and Orange county areas during sunrise and sunset? not to mention when your driving on the freeway and looking towards the horizon. LA and the Inland Empire has the worst smog concentration in the country. even combining the new england east coast, these two counties still take first place when it comes to smog concentration.

concering the retraining of peace officers to be updated with the CA vehicle codes, they already recieve excellent training regarding this. retraining them in knowing how to listen for noise above the 95db level is a waste of time and money. i assume you wouldnt mind your tax dollars going there? training issues should be taken out with the CA Peace Officers Standards Training in sacremento. you'll have a much better effect there.

concerning the exhaust db and emmissions in CA, if you live in CA and dont like these laws applying to you, realize most californians live in the urban and suburbs. concentration of emmissions and noise is much more felt by residents than if you were to live in more rural areas.

i think this petition needs more strategy and work before anything passes.
