86 camry overheating (Help Please)

Im a newbie to the forum, this has probably been covered at some point, but this one is unique.

I own a 86 Toyota camry, and it started to overheat suddenly and without warning.

Symptoms:

-Overheats after about 10 minutes of DRIVING TIME. Can idle for a pretty long time before it overheats.
-Temp will go down if put in neutral and the engine is rev'd.
-Both Top and Bottom Hoses are hot to touch.

Action Taken So Far:

-Replaced Thermostat
-Radiator does not have a coolant leak and will hold pressure.
-Cooling Fans Kick On, but do not seem to have an effect.
-Engine Block, Radiator have been flushed clean.

Unknowns- Water pump seems to work. Would like to test more thouroughly, but dont know how....

Engine still has power when you run down the road, smokes slightly but has done that for along time prior to this symptom.

The overheating happened suddenly.

I have reached my limits of what I know how to do!

Probably your radiator is clogged. See if you can feel cold spots by touching the front of the radiator fins (not the fan side).
