What he said, shorting OP1 & E1 turns the powersteering fluid solenoid to high pressure.
If you bridge OP1 & E1, and the fan doesn't go to it's high speed, the plug for the solenoid is unhooked. The plug is located on top of the powersteering pump.

It's the white plug, make sure it's plugged in. Mechanics are bad to un-plug it during belt changes & forget it.
