Missing Emission label

Recently I bought a 1994 astro AWD, CS, automatic (vin z) with only 51k miles, probably becose it had an engine fire (didn´t know), the thing is it don´t have the label and the info to adust the idle speed and timing, does anybody can give the values, I´ll aprecciate it.

Idle speed will be controlled by the ECM, don't worry about it.

Timing is 0*BTDC with the EST wire unhooked.

I forgot to tell that the TBI was replaced for a used one and the idle screw (factory sealed) is adjusted to an incorrect set, incorrect RPM, that´s why I need the info in the label

That screw does not control the idle speed by itself. All it controls is how far open the blades sit at rest. The Idle Air Control valve controls the idle speed and how far the IAC opens is controlled by the ECM.

Even replacing the TBI unit should not cause you to need to adjust that screw.

Idle speed should be around 600RPM, with the engine warm and the van in gear. I wouldn't spend the time messing with that screw. I would be looking at the IAC to make sure it is working correctly.

I think is better start from the beggining: When I bought the car was starting good but with no power when you need it, took few seconds to increase speed and on hills very slow, so I took it with a "mechanic" that at the end became a big mistake, I asked solve the problem and gave him new spark plugs, rotor, distributor cap, spark plugs wire set, air, fuel and oil filters, engine flushing fluid, IAC valve and at the end a new fuel pump, and according to him he changed the TBI (only the case).
Which I Know is that he adjusted the Timing whitout a timing light and he messed with the adjusting screw on the TBI, he changed the fuel pump relay but connected the hot wire direct to the battery(?).
At this time I´m very unhappy and took the car to my home,.
The vehicle has no lack of power now, after reading many posts the cause of the problem could be just the fuel pump, BUT when is cold it start, the ECM revs up only a few seconds and revs down then the engine dies, and something weird happens before it dies: winshield wiper comes on itself intermitently, AND I heard the cooling fan coming on(the vehicle is cold)(?). This morning after more than a week parked I start it and keeping the foot on the pedal, until it got hot, after that it runs fine BUT send me a 35 code (IAC malfunction)(remember it has a new IAC).

I had a brand new throttle position sensor go out on me.
Even thought the IAC is new it still may be bad. Check the connections on it and the wires as far; as you can, if they look ok, the IAC is probably bad. Dropping an IAC valve on the driveway will screw it up. Failure to adjust the pintle length prior to installation will screw it up as well.
Also, there may be more than one IAC valve for your model year with a slightly different pintle profile. This is the case with my '89, it may be for your '94 as well.
I'd stay away from that mechanic, find yourself a better one.

OH, well this is the history betwen that "mech" and the IAC valve, I went and purchased an STANDART replacement IAC according to their parts book number, the old one was very dirty and the plastic suport for the spring was broken, by the way, it was the type that can be adjusted pulling the spring and turning the pintle; the pintle has a groove where the end of the spring goes. The new one don´t have the groove but both are the collar type at the connector end.
I´m sure he mess the IAC, later he purchased another one (like I bought), installing it but the car still have the problem in the morning.
IS there any sensor that measure the temperature when the vehicle is cold?, may be the ECM is receiving a signal telling the vehicle is hot reving it down and starting the cooling fan.
I was present when he installed the new one and I verified that the lenght was not longer than 1 1/8 inch.
I will verify if this IAC is the correct one for my vehicle
