Seat Belt Sticking

My passenger side seatbelt likes to stick and won't come out. If you play with it long enough eventually it will come out but sometimes it will take 15 minutes of playing with it to get it to release. It will always retract and for the next week it will usually be fine until it sticks again. Any ideas on what it wrong with it and what to do about it?

sry but seriously what year is it.. i used to have 96 and it would happen to that car every once in a while.. i just lifted the seat belt to the ceiling and pulled and it would release.. not sure what caused it tho. it has never happened to me with my 2001 so far.. maybe gm caught that problem somewhere between those years.
