Not quite right, the RB25 NEO is available in de (non-turbo) and det (turbo) form. Here's Nissan's press release that mentions it about half way down:

JGTC, the NEO is listed factory at 280ps (276hp), which is the same as the factory listing of the GTR, but that really doesn't mean anything, because the figures were all listed so they wouldn't be higher then 280, even though the output is.
The fact is, the RB25DET is a strong motor, it is closely capable with the RB26 if it's tuned properly. But not as capable of the extremely high hp figures an RB26 can be tuned for. The RB25's downfall is it's higher compression ratio (9:1), which can be resolved by proper tuning again.
