This problem just started and I'd like to try and fix it myself, if possible. After putting my 98 Regal into gear and actually moving, there are audible clicks from somewhere at the front of the car - and you can 'feel' it in the brake pedal. This is usually accompanied by the three lights coming on (Service Vehicle/Anti-Lock/Trac Off) and then the steering get a bit tighter. Unlike some of the other posts here, I don't think this is a simple sensor or electrical problem because of the physical clues (clicking & steering). Any ideas?

If you can pinpoint the noise from around the driver's side engine compartment it could be the ABS brake system failing self-test and not initializing. The ABS motor control and hydraulic unit is located there. The ABS system depends on the wheels sensors and will affect the steering when it kicks in.

Because of the complexity of the ABS system you might want to take it to a shop that has a Tech 1 or Tech 2 computer/scanner that will properly read ABS CHASSIS DTC error codes.

I had the same problem with my 1998 regal gs. While trying to isolate the problem I had the battery checked. It was bad (it was the original battery). Replaced it. All the problems went away. Except for the clicking sound which seems like it is coming from the wheel. It has been 500 miles since - no problems. I do not know if this actually fixed any of the problems. But no more lights and no tight steering problems.

I agree w BNAYLOR...you need to have it scanned...Tech 1 or 2 is more complex and should tell you the problem...my car does the same thing at random but when i turn the car off and on again it goes away...i was told it may be the VSS(vehicle speed sensor)...im not 100% sure but i think its located in the hub...also im not sure but i think tech 1 or 2 is a much better diagnostic machine than OBD2, it can even go as far as tell you which sensor is bad....i think most dealers have this machine

Clicking noise could be in your CV joints!!

On my 98 regal, I had a similar problem of it dying while driving with all those same lights on, and while sitting still it would turn over then die. That is when mine would start a mutiny of clicking. Also, if it dies while the left turn signal is on it may be the ignition switch. With mine I tested the ignition switch (in the steering colum) and replaced it. It was fixed after that. Another thing it could possibly be is the BCM. Hope this helps.
