90 astro/front end shakes

hey i have changed both rotors, one caliper, and in the back new hardware and shoes, and bled the brakes, very brown fluid, but still when i put on the brakes and the speed is below 25mph, i get a shuddering in the front end, you can feel it in the brake pedal, now i know i have a broken front left shock, i was also wondering about the idler arms, i have two on this astro, the passenger side i can lift upwards a little bit and shake around a little, would a worn idler cause this.
