What is the PCT fusible link?

My '87 Pathfinder refuses to start - click from the solenoid but no starter motor noise. The only obvious fault I could find was one of the fusible links in the engine bay was burnt out. The link is labelled PCT and Heater. Is this likely to be the source of my problem? The actual burnout looks pretty historic but I could be wrong ....

What is PCT anyway??
