Question '94 Astro not starting

My 1994 Chevy Astro ran fine until I got into it to drive home from the job today. It has plenty of power from the battery, but none to the starter. All accessories work fine, but only an audible "click" from under the dash.... not from the starter bendix. I found the little servo under the dash that is clicking and it appears to work fine... SO, why do I not have power to the starter motor?

My guesses are as follows...

1. Neutral safety switch is on the fritz.

2. Blown starter system fuse.

3. Bad ignition switch.

Any help will be much appreciated,
