Rochester 4GC Carburetor

I just rebuilt the Carburetor for my '65 Impala and it won't run. The motor is a 283 and the carb is a Rochester 4gc. I've actually rebuilt the carburetor twice in the last few weeks and I think I've got almost all the little things fixed. The Idle air pins are set to factory specs, the Idle Speed screw is set to factory position, and all the vacuum lines are fine.
The car just doens't seem to be getting fuel. If I get it to start at all, it runs really rough and sounds like it's only running on 2 hard pistons.
I've checked the fuel filter a million times. I've checked the distributor for spark, connectivity, and correct wiring. The motor ran great before the carb rebuild. I just thought it could use one.
I'm starting to lose my patience. This was my first carburetor rebuild and it's been a complete failure.
I'd really appreciate some suggestions on things to check. Like I said, I've already rebuilt it once again thinking there might be some clogging somewhere and I couldn't find any.

One last thing, the fsm doesn't really explain the choke adjustment. I'd like to get it to factory position to rule it out as a problem, but the plate has no notch mark on it to allign. I just figured to put the plate on and turn counter-clockwise until the tension was enough to keep the choke pretty well closed when cold. I havn't looked too far into this because when the car is running rough, messing with the choke doesn't seem to make any difference at all.
I have no clue, any help would be great.
