Can a 1996 Vette pass smog in CA with a frozen(bad) EGR valve??? :banghead:

I doubt it! The Peoples Republik of California will check operation of all anti-smog components even if it passes. With the valve being stuck, you will probably NOT pass the HC test or the NO test.
