rust on chrome (bumper/side step/cargo bars)

I have small rust spots all over my front bumper and side steps. It looks pretty bad and I want to get it off and have it stay off. I just got some turtlewax chrome polish and rust remover but that just polished the chrome. It didn't take any of the rust spots off. Any advise?

All i know bud, is chrome is a type of plating and cannot be buffed out or anything like that their is chrome plating kits you cant get but i have no idea how much cash they run i would say turtle wax or chrome polish will prevent it from getting worse

Is there a cheap fix to keep the rust to a minimum? Would clear fingernail polish be ok to use? Would CLR or something like that be to harsh on the chrome to get some of the rust off? Any sugestions on keeping my truck looking good?
