1" rear block or 1" shackle lift for the back of my 98 taco?

Which will be better and easier to install?

i have heard that the shackles require a exhaust relocation. is this true even with a 1 inch lift?

blocks will be a bit easier to install and you want have to relocate your exhaust but it puts more of a strain on your leaf springs making axle rap more likely to occur and in the worst case scenario your leafs could break. shackles are the better way to go in my opinion. Have you considered aal or possibly getting your leaf springs re-archerd?
