Issues With 96 Aurora

I have a really wierd issue with my 96 Aurora. When the car is off and I press the brake pedal the fasten seat belt light flashes and the chime dings. Sometimes when I start the car I can hear what I think are the turn signals clicking but the lights do not flash, its just the noise. What could possibly be wrong ???? Any insights would be greatly appreciated.

the brake pedal/fasten seat belts sounds like a short

the clicking you hear when you start the car...
