Chevy celebrity resistor pack bad?

I have a 1985 celebrity, and this is what is wrong with it:

The blower for the AC/heat only works when set on high. It doesnt work on medium/low.

SOmeone told me the resistor pack is bad, so where is it located, and how do i check if it is bad?
