hot air form heater constantly

I got digital display on my 94, but no matter where the arrows are set for temp. or what level the heater is set to blow at, even if it is turned on or not, it pushes hot air out at the floor level. Any ideas?

Control head bad or more likely control motor or control arm broken. Put in ball valve in heater hose if your only concern is the hot air in the cab.
