Isn't there an inspection cover at the bottom of the bell housing? You might be able to use mirrors and flashlights to see up inside to get a better idea of what's really going on.
Shooting from the hip, I'd say wolfox is probably right, but look to see if the pivot ball that the fork pivots on isn't broken off and thus preventing the fork from fully disengaging the pressure plate.
