a/c clutch and pulley 2002 GTP

My father owns a 2002 Grand Prix GTP. He has just replaced the a/c pulley and a/c clutch with new AC Delco parts. He used the factory tool to press the clutch onto the shaft. He pressed it until it was tight against the pulley.

His problem is that the clutch is so tight against the pulley that it remains engaged when the A/c is on or off. Is there a trick to pressing the clutch onto the shaft? Should he have left a gap between the clutch and pulley? If so, how much a of a gap?

Thanks a lot for any help on this matter.
