Re: 5/6 ports
the rx7 from 84 and 85 had 6 intake ports as well as the naturally aspirated models from 86-91 (oh and the renesis with the 6 speed has it too). Basically, at 3800 rpm, the secondary injectors come on and the 5&6th (aka auxilary) intake ports open, giving additional airflow and power.
I cant speak for the 1st gen models, but the series 4 rx7 opens the aux ports with the exhaust and the series 5 opens electronically.
when theyre "stuck", they dont open.
when they are tied down, it means they are kept open all the time.

So it'd be good to tie them down, right?

Re: 5/6 ports
tying them down aka wiring them open makes the car idle roughly, there is a loss in low end torque and fuel economy goes down, but the top end power is increased.
here's some info about the auxilary ports:

the aux ports are kinda like rotary "vtec", lol.

Re: 5/6 ports
i would suggest getting the s5 setup for the aux ports, because wire open will just make you slower , by loosing your low end.
that is if you don't have your restricted exhaust. but if you still do no reason to mess with them.

you can covert your system to have them opened by a rpm switch with the airpump, but you need to keep ur airpump.
one of my friend even did this to his gsl-se
