2000 Cabrio Steering Problem

I have a 2000 VW Cabrio - 68k miles. When I am backing or turning the steering wheel while NOT moving, it is VERY difficult to turn the wheel, and it is "jerky". Once the car starts rolling, no problems turning the wheel...

What the heck?

I've checked power steering fluid, and it is at an appropriate level.

Any thoughts?

It sounds like the P/S belt is loose or bad.
