93 cav motor...offers to start but won't

Hi. We have a 94 cav 2.2 lt 4 cyl. The motor went so we put a 93 motor down into it. Everything is hooked up and ready to go but it won't start. It turns over but just before you think it would start it stops. It almost sounds like it is bringing up solid. We have tried everything and we don't know what it could be. We just tightened up the torque bolts on the bottom because I was told that if they weren't tight enough it wouldn't start. We have also changed the coil pack and the starter. We are getting gas and spark. Also changed the push rods. When we try to start it after a few times the battery dies. We have the battery hooked up to another car so it shouldn't die. Could someone help me please because we are stumped. sherry

I'm not quite sure what you mean. Plus I was wondering can you check the timing on that car?

How do you know your getting fuel, if you didn't check the pressure?.
