it could be a number of things. if you bypassed/removed the clutch sensor, then lets assume its not that. i highly doubt its a starter, they either work or dont... or degrade, not on off. if the turning mechanism is tight inside the steering column, then we can factor that out as well. if it were the starter going bad, youd hear it trying to start but not turning fast enough to do it. i dont have an answer for you as of yet, need more info, but if its an on/off thing, it isnt the starter
