1990 Passat flood right at start up

Can this be a fuel pressure regulator? As soon as I turn the ignition key, the spark plugs are soaked. I have great spark. Can smell fumes out exhaust.

The car ran rich (fouled plugs, catalytic converter burned up, hesitates on take off). Now, it won't start at all.

Pressure regulators are $250 - $350 each. I just want to be sure before I buy.

Thanks,
Huck

Check the resistance on the coolant temp sensor. It's located in the flange where the upper radiator hose enters the cylinder head. Resistance should be 2000-3000 Ohms cold. How are the grond wires going to the cylinder head & ECM?
