question on wrinkle finish

Hi y'all and thank you for including me to your forum.
I have a question that I cant find an answer to anywhere.
I was wondering if anyone here knows the origins of wrinkle black paint.
You see, I am researching it for my drum pedal site.
I know this is a car site, but any help someone here could give me would be appreciated.
My research on wrinkle black paint is to determine where and when it was invented....especially when.

I know this may sound like a dumb question, but it is very important to me to find the answers.

Could be any number of things, mainly dealing with inproper prep, mixing different paints in the process, so on and so forth.

Is this something you painted, or is it something old and became wrinkled?
