No eganging front axel in 4x4

My front axle is not engaging in 4x4. The transfer case is. I checked the front axle shift mechanism under the battery. The hose to it has suction, enough to hold it on my finger.

Any thoughts?


Is there away to change this operation from vacuum operated?
