99 Rodeo Brakes Grabbing

OK This is hard to explain. My sister just purchased a used 99' Rodeo this weekend and if she presses on the breaks pretty hard the breaks seem to ack ok at first then just before stoping they feel like jerking / grabbing effect and then do a moan. I know this does not sound like much however I am mechanicaly inclined and this is not normal. Just realy hard to explain. Any one have any ideas.

The moaning is probably due the previous owner having non-oem pads installed.

the jerk feeling near the end of stopping could be the common driveline clunk/thump.

I think that it is a little more than that it just feels bad almost like when it gets to the moan part the peddle drops a little more. I will try to drive it again soon and see if I can get a better Idean of what is going on.
