new cluster or loose wire

i have a 2000 cavalier vlx...i bought it from the dealership and they told me it need a new cluster and struts.. so far i found out i dont need the struts..just a new bushing...
but with the cluster..they said its like a 600 cdn job....myself i think its a loose wire..the kms still are recorded...and its just the digital numbers..the light flickers..sometimes its solid and sometimes all messed up...any ideas?

I'd say loose/ broken wire. Check the fuse though for corrosion. Could be thatv it's just not getting enough juice through!

and they wanted to charge me 600 extra to rebuild the cluster
