Airbox Restrictors

Hi all

I have a 97 1.6i Polo there are two restrictors in the airbox I've removed these and the car seems to be more lively at higher RPM except for the bit of extra noise from the filter I cannot see why these were fitted does anybody know why they are there?

I think they work as sensors or some sort.
