The fuel pump will provide 95 psi if the flow is restricted.

There is a fuel pressure regulator on the engine that controls the pressure. It restricts the return of the fuel to the tank.

It will be marked as :
2.5 bar = 36.26 psi or
3.0 bar = 43 psi

The fuel pressure regulator also has a vacuum connection that will cause the fuel pressure to rise as the throttle is opened. As the vacuum goes to normal the fuel pressure will go the the regulated pressure.
