Unhappy feathering

ok i was doing this neon tutorial

but where it says feather it and it shows u a pic i dunno how to find feather?

it also says or you can gausian blur but when i do that and do the bit that says change it to overlay and your neon will dissapear..mine wont it just goes bright and a bit see through


so help how to feather would be cool ::P
