Lowering boost pressure?

i have a dsm t25 in a 2000 hatchback. The rick gillis boost controller i have wont prevent me from boosting past 7 psi. My pressure will go up to 15 psi, i need to get it down to 5-7 psi safely. I think i need to bend my wastegate actuator but people tell me its not safe.

Your post is slightly confusing, if your boost controller won't prevent you from passing 5-7psi then you shouldn't have a problem with bringing your boost down. If you need to keep your boost at around 5-7psi, then buying a wastegate with 5psi spring. If I am misunderstanding you I apologize.
