Build up of RS/GS 95 engine before putting on the turbo list?

Hey guys I saw a post a few weeks ago about something I was hoping to get some more details on. If you have a 95-99 rs/gs BEOFRE putting installing a turbo kit someone listed a few internal spec mods (i'm not talking about a cold air intake and headers type sh#t) I mean actual head and internal engine work that would possibly bring the horespower up to around 200 that way when you do install a turbo kit it kicks in on top of a lot more horsepower from what I think the person called a more naturally aspirated engine which I guess means more built up.
Anyways if anyone could give me this basic list I'd appreciate it.

P>S And if you actually went and built up your engine with the things on that list would you be able to go with a bigger turbo then say the HRC Stage 2 or would it still not be advisable to use a bigger turbo system then that on a 420a motor even with the upgrades? (im referring to the HRC 2 turbo system as its the only one I'm aware of that you can put on the 420a motor without having to do your engine internals)

no NAturaly Asperated means that its non turbo. And the reason you would build up the engine before the turbo not so you get a more hp head start but because you dont want to blow your engine up. You build it up so you can support more boost more boost= more hp and its not all about boost its all about the flow. how fast your engine can handle it. so yeah good luck with that.
