is a b20b with b16 heads and a twin turbo possible

No.

You can only fit one B16 head to a B20 block.

Twin turbo is possible but completely pointless.
If you use the search feature and learn something about turbo charging before asking simple questions you will learn why.

Learn to help yourself before asking others.
