Horn not working in '94

Hi, about 3 weeks ago I unfortunately ran my '94 Toyota truck
into deep water. It was at night...couldn't see water on road.
The water rose up to the middle of the dash board...thought it
was totaled, but I had the truck towed to a shop where they
replaced the air filter and spark plugs.

Truck runs fine which is a miracle to me, except the horn no longer works. I thought it was just a blown fuse, and I pulled all of them out and they look
fine. Plus, the hazards and the horn share the same fuse, and
the hazards work fine.

I thought the horn assembly was ruined due to being
underwater, so I bought a new horn and hooked it up, and it
does not work, either.

Any thoughts on this?

check for corosion behind the steering wheel. if thats not it than a new horn assy maybe.
